Project Study Team

The Illinois Department of Transportation (IDOT) is the lead agency for the Chicago to Dubuque Rail Program.

Within the State of Illinois, IDOT has responsibility for the planning, construction and maintenance of Illinois’ extensive transportation network, which includes, highways and bridges, airports, public transit, rail freight and rail passenger systems.

The Office of Intermodal Project Implementation administers the rail service programs that supplement rail passenger service provided by Amtrak and that preserve rail freight service. This Bureau is leading the overall project management for the development and implementation of the Chicago to Dubuque Service Development Program.
